This would allow admin operations from hosts with IP between
172.17.0.0and172.20.0.0along with the server which has IP address as192.168.1.1.

I think you’ve lost your leader. And with that some settings may have truncated.

This may have happened if you used multiple Alphas before and you didn’t make the necessary adjustments to decrease (like remove nodes), so you started using a single Alpha. Other thing could be upgrading directly for a unsupported version.
Try to simulate the first state that you’ve started that cluster.
