I created a shared type backend, but I need ACL features and wanted to upgrade to a Dedicated Cluster without launching a completely new backend. Is this possible? Or can you not upgrade from the free and shared types to a dedicated type?

You will have to (possibly with support from the Cloud team) export and import into your new instance.
